Bidder Requirements Vendors must provide documentation regarding the manufacturing location of the requested items and confirm compliance with the Non-Manufacturer Rule (NMR). Vendors must also demonstrate that they are authorized distributors with access to Original Equipment Manufacturer (OEM) parts and provide proof of business size status (small business concerns encouraged). Additionally, vendors should indicate if they have any existing Government Wide Agency Contracts (GWAC), GSA Schedule, IDIQs, or BPAs. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior awards to Diagnostic Group for Interacoustics Eclipse EP25 systems at the same VA contract vehicle (36F79721D0015). The earlier contract (07/18/22–07/17/23) included two Eclipse EP25 units with hardware, installation, and software, and a more recent related award (09/22/25–12/21/25) was for an Eclipse EP25 system. The current requirement for an Eclipse EP25 upgrade package with installation/setup and training is consistent with a continuation of procuring and integrating the same audiology platform.
