Question: The solicitation calls in FAR 52.219-9 (Alternate II). This provision indicates that a subcontracting plan may be required to be submitted with the bid. Please confirm if this is required and if so, please provide an appropriate form? Answer: A subcontracting plan is required to be submitted with the proposal if the prime contractor is not a small business. Note that the contract is not considred to be Commercial, so those portions of the clause relating to commercial plans do not apply. The subcontracting plan format is oulined in the clause at FAR 52.219-9 (Alternate II). No specific form is required. A simple format is desired. The required time for negotiating the plan is prior to contract award. The plan will become a part of the resultant contract. Ability to perform work between hours of 2300-0700 hours Thursday through Monday. The work involves 3 primary activities each night including saw cutting, removal and installation of temporary panels, and placement of permanent panels. Show ability to construct permanent panels from fast setting concrete, capable of achieving the strength to handle aircraft traffic during a 3 -4-hour cure period. The runway intersection shall be open for daily aircraft traffic each morning. The project necessitates specialized capabilities and equipment, such as sawing and removal equipment for 24-inch pavement and volumetric mixers, sufficient in quantity to place a minimum of 50 cubic yards of fast setting concrete. Ancillary work includes milling and overlay of existing asphalt shoulders, installation of new runway centerline and edge lightings within the limits of work, installation of runway markings, pavement grinding for smoothness and pavement grooving, and incidental work that is similar or greater in scope, magnitude, and complexity than the effort described in this solicitation (Runway Asphalt and Concrete Repair and The evaluation of past performance information will take into Paving).
