Background The Environmental Protection Agency (EPA) is issuing this solicitation for the annual mandatory compliance testing of fourteen Underground Storage Tanks (USTs) at the National Vehicle and Fuel Emissions Laboratory (NVFEL). This contract aims to ensure compliance with various regulations, including Part 211 of the Natural Resources and Environmental Protection Act and Michigan's Underground Storage Tank Rules. The goal is to maintain operational integrity and safety standards for USTs used in testing vehicles and engines for emissions compliance. Work Details The contractor will perform annual and triennial inspections of fourteen underground storage tanks (USTs), which include a total of thirty-five compartments and one fuel dispenser. The inspections must comply with the following requirements: - Inspect and test spill prevention equipment and containment sumps on the listed USTs, including thirty-five STP sumps, twenty-four spill buckets, thirty-five overfill drop tube verifications, one under dispenser sump, and one Tank Monitor Certification. - Use a vacuum-based inspection method to demonstrate that spill prevention equipment and containment sumps are leak-tight; liquid-based test methods are not permitted. - Verify overfill protection on thirty-five drop tube overfill shut-offs. - Certify that the Veeder-Root TLS-450 monitor is functioning properly through end-to-end testing, ensuring software is up to date, testing automatic tank gauges, verifying alarms, inspecting probes and sensors for damage or buildup, and ensuring proper communication with controllers. - Provide documentation of test results to the EPA Contracting Officer Representative (COR). - Maintain a clean worksite free of debris and hazardous materials, adhering to federal, state, and local codes during all operations.
