Science and Technical Support Services (STSSC) Mid-Continent Region (MCR), Central Midwest of IL (CMWSC), Water Mission Area (WMA), the National Water Quality Laboratory (NWQL), and the Earth System Processes Division (ESPD) under the Water Mission Area. 1. This solicitation is issued as a Request for Proposals (RFP). This solicitation will utilize the policies contained in the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and in conjunction with the policies and procedures for evaluation and award prescribed in FAR Part 15, Contracting by Negotiation, as appropriate for this acquisition. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01. 3. The solicitation is 100% Competitive 8(a)set-aside. The North American Industry Classification System (NAICS) code is 541990 (All Other Professional, Scientific and Technical Services) and the size standard is $19.5 Million. 4. Background The United States Geological Survey (USGS) is a science organization that provides impartial science about natural hazards, water, energy, minerals, and other natural resources. The USGS requires non-personal science and technical support services necessary for mission support in the Mid-Continent Region (MCR), which includes Illinois, Indiana, Kansas, Kentucky, Michigan, Minnesota, Montana, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin, and Wyoming. The goal of this contract is to provide comprehensive scientific and technical support services to assist USGS in its mission. Work Details The contractor shall provide all plant, equipment, supervision, labor and materials necessary to conduct Science and Technical Support Services. Key tasks include: 1. Administrative support including clerical duties and document preparation. 2. Program Management to oversee contractor staff and ensure contract objectives are met. 3. Research/Science activities involving field research and data analysis. 4. Data and Information Management including technical writing and database management. 5. Geospatial Applications and Modeling support. 6. Technical Project Management to document project requirements and manage risks. 7. Facilities Management Support Services for maintenance of USGS facilities. 8. Data Entry Services for laboratory information management systems (LIMS). 9. Accessioning Support Services for sample tracking and logging. Period of Performance The period of performance is from December 1, 2026 to November 30, 2031 with an option for an additional six-month extension. Place of Performance Services will be performed at various USGS science centers within the Mid-Continent Region including locations in Denver and Boulder, Colorado.
