Summary (Newest Update)

Background The Marine Corps Installations Command (MCICOM) is seeking to modernize its Food Management Information System (MCFMIS), which has been in use since 1997. The current system requires updates to meet evolving cybersecurity standards, financial policies, and technological advancements. The goal is to implement a comprehensive, cloud-based solution that integrates with various DoD systems and utilizes Business Intelligence (BI) and Artificial Intelligence (AI) for improved decision-making. Work Details The contract will involve the deployment of a Commercial-Off-The-Shelf (COTS) food service management solution that meets the following requirements: - Core Food Management functions including menu planning, recipe management, nutritional analysis, product ordering, inventory control using GS1-128 barcoding, meal production, and financial/budget management. - A Point of Sale (POS) system that operates cashless and paperless using Common Access Card (CAC) scanning for patron verification. - Bi-directional integration with key DoD systems such as DAI, MCTFS, and STORES. - A cloud-based platform with offline functionality compliant with DoD security standards. - Robust data management capabilities including data warehousing and analytics for advanced reporting. - Full-scale deployment support including business process re-engineering, user training across various formats, and 24/7 help desk support. Period of Performance The geographic location(s) the contract will be performed (if provided). Place of Performance The software will be installed at all Marine Corps commands within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Bidder Requirements Bidders must demonstrate experience in deploying multi-site enterprise-level COTS software solutions within the last three years, particularly in food service management systems for DoD or government agencies. They must also provide evidence of their capability to integrate with specific DoD systems like DAI and MCTFS, maintain security accreditation under DoD Risk Management Framework (RMF), and have a proven methodology for data migration from legacy systems. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the prior contract 47QTCA21D005U-M9549422F0019 awarded to Computrition for $19,459,194 (04/01/22–03/31/27). The prior award description indicates ongoing MCFMIS food service operations management support, including addressing the DAI backlog, which aligns with the current requirement for bi-directional integration with DAI and continued food management information system modernization. The follow-on effort also appears to continue the same mission area—supporting and evolving MCFMIS capabilities—rather than introducing an entirely new functional scope.
