NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT 1. Intent of the Government The Marine Corps Installations Pacific (MCIPAC) Regional Contracting Office (RCO) intends to award a firm-fixed-price, sole-source purchase order to Patriot Group International (PGI). The purpose of this contract is to provide a highly specialized Red Cell Surveillance Team, secure non-standard lodging, and tactical training support. Due to the requirement for the training audience to achieve strict interoperability with operational mission partners, the training and evaluations must be conducted using the proprietary "Buzzard" Program of Instruction (POI). This Notice of Intent is not a request for competitive quotes. It is published to fulfill the public notification requirements of Federal Acquisition Regulation (FAR) Subpart 5.2 and to determine if any other responsible sources possess the proprietary rights and capabilities necessary to meet this specific requirement. 2. Instructions to Interested Parties While the Government intends to communicate solely with PGI, all responsible sources that believe they can provide the required services, including legally authorized access to, and certified proficiency in, the proprietary "Buzzard" POI, are encouraged to submit a Technical Capability Statement. The Government will review all capability statements received prior to the closing date of this notice. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this, or future, iterations. 3. Submission Requirements The MCIPAC RCO requests that capable vendors submit a Technical Capability Statement demonstrating their ability to perform all requirements identified in the draft Performance Work Statement (PWS). The capability statement shall not exceed three (3) pages in length, excluding the cover page. At a minimum, the capability statement shall address the contractor's ability to: - Provide a highly specialized Red Cell Surveillance Team capable of simulating realistic and adaptive physical and technical adversaries. - Conduct participant performance evaluations utilizing the "Buzzard" POI, including its associated evaluation metrics and Tactics, Techniques, and Procedures (TTPs). - Provide full-service logistical acquisition and management of secure, non-standard participant lodging utilized as operational training areas. 4. Past Performance Information In addition to the technical capability statement, the contractor shall provide relevant past performance information for efforts performed within the last three (3) years that demonstrate experience performing requirements of a similar scope, complexity, and operational sensitivity. Past performance submissions must include the contract number, customer name, period of performance, a brief description of the services provided, and current customer Point of Contact (POC) information. Past performance documents shall not be longer than (3) pages. 5. Point of Contact (POC) for Submissions All interested vendors shall submit their technical capabilities documents and past performance via email to the points of contact listed below no later than [Insert Time/Timezone] on [Insert Date].
