The Shenandoah Valley Social Services (SVSS) is seeking proposals for qualified instructors to facilitate the Employment Essentials Class (EEC) as part of the VIEW (Virginia Initiative for Education and Work) Program. This initiative aims to provide job readiness training to individuals receiving Temporary Assistance for Needy Families (TANF) funding, promoting self-sufficiency and employment retention. The SVSS has a history of providing social services in the region, having merged with Waynesboro Social Services in 2003, and operates primarily from its offices in Verona and Waynesboro.
The contractor will be responsible for the instruction and facilitation of the Employment Essentials Class (EEC), which includes: - Providing job readiness training that covers workplace expectations, behaviors, and attitudes necessary for success in the labor market. - Addressing economic benefits of work, including wages above TANF grants and financial literacy topics such as budgeting and credit management. - Conducting classes primarily at the Verona office from 9 AM to 12 PM, Monday through Friday, with potential alternate locations like Virginia Career Works. - Offering flexibility in scheduling classes based on client enrollment and demand, potentially including virtual formats if required due to public health concerns. - Furnishing all instructional materials and curriculum, reporting attendance, conducting course evaluations, and providing snacks during classes. - Ensuring instructors are certified (TABE or CASAS) to assess participants' academic skills.
The contract is expected to commence on September 1, 2026, with services provided over a term of one year. There is an option to renew for four additional one-year terms based on mutual agreement.
Classes will primarily be held at the SVSS office located at 68 Dick Huff Lane, Verona, VA, with some sessions potentially occurring at Virginia Career Works or other designated locations.
Bidders must be licensed and insured to provide services in Virginia. They should demonstrate experience working with TANF/VIEW populations and include resumes of assigned employees in their proposals. Additionally, bidders must comply with non-discrimination policies as outlined in the Code of Virginia.
