Background

The California Governor’s Office of Emergency Services (Cal OES) is issuing this Request for Information (RFI) to advance implementation pathways for integrating Earthquake Early Warning (EEW) alerts into streaming platforms and digital environments. The primary objective is to better understand feasible implementation models, potential industry partners, pilot opportunities, and resource needs that could help expand time-sensitive life-safety alerts to Californians where they consume digital content. Currently, EEW alerts are not integrated into streaming platforms, creating a gap in public alerting capabilities.

Work Details

Respondents should demonstrate the experience, technical capacity, and project approach necessary to perform the following work: 1. Implementation Strategy: Develop an implementation roadmap for integrating EEW alerts into streaming platforms and digital services, including feasible technical pathways, key decision points, dependencies, resource needs, buffering considerations, and timelines. 2. Industry Engagement and Coordination: Identify streaming platforms, technology providers, vendors, and industry associations that may support EEW integration; develop and manage an outreach approach to engage relevant streaming service partners; facilitate introductions, meetings, briefings, workshops, and follow-up coordination between Cal OES and potential implementation partners; support partner engagement from initial outreach through implementation including tracking interest, documenting feedback, coordinating next steps, and advancing pilot development and technical integration. 3. Technical and Operational Pathway Evaluation: Evaluate potential alert delivery models for feasibility, scalability, latency, geographic targeting, and implementation readiness; identify barriers that need to be addressed before implementation. 4. Pilot Development and Implementation Planning: Develop pilot concepts with interested platforms or technology partners; indicate pilot objectives, roles, milestones, resource needs, success measures, and next steps for potential deployment or broader adoption.

Period of Performance

The RFI was released on June 15, 2026. Responses must be submitted by June 29, 2026.

Place of Performance

The contract work will primarily take place in California as it pertains to the integration of EEW alerts into digital environments consumed by Californians.
