Background

The Office of Community Empowerment and Opportunity (CEO) is the City of Philadelphia’s Community Action Agency and anti-poverty organization. CEO provides leadership on issues of economic justice by advancing equity and inclusive growth to ensure that all Philadelphians share in the city’s prosperous future. The goal of this contract is to increase or build out 1:1 services for comprehensive financial counseling modeled after national models of Financial Empowerment Centers, aimed at assisting individuals in financial trouble.

Work Details

The selected non-profit organization will provide comprehensive financial counseling services, including: 1. Customized one-on-one counseling based on clients’ individual situations, focusing on banking, savings, debt, credit, and legacy planning. 2. Conducting a comprehensive financial health assessment during initial sessions to determine clients' financial situations and establish action plans. 3. Delivering an average of two free financial counseling sessions per client. 4. Tracking progress towards outcomes such as total funds saved, debt reduced, and credit score changes. 5. Providing referrals to local social services as needed.

Period of Performance

The contract is expected to commence on or about October 1, 2026, and end on or about June 30, 2027. The City may amend the contract to add up to four additional terms, each not exceeding one year.

Place of Performance

Services will be performed in Philadelphia, Pennsylvania.

Bidder Requirements

Eligible applicants must be non-profit organizations with current 501(c)(3) status or a fiscal sponsor with this designation that have a history of serving low-income individuals and families. Proposals must include documentation demonstrating proof of current nonprofit status.
