The Rhode Island Commerce Corporation seeks bids from qualified vendors to lead monitoring and compliance for the Corporation’s subgrantees throughout the Broadband Equity, Access, and Deployment (BEAD) infrastructure deployment projects. The goal is to ensure that all activities are consistent with the National Telecommunications and Information Administration’s (NTIA) requirements for the BEAD program. The BEAD Program is funded by the Bipartisan Infrastructure Law and aims to expand high-speed internet access across the United States, with Rhode Island receiving $108.7 million allocated through this program.
The contract encompasses three main tasks: (1) Lead monitoring and compliance of Subgrantees for BEAD infrastructure deployment projects, ensuring timeliness and accuracy of reporting, financial accountability, and adherence to applicable laws; (2) Provide, customize, and maintain a centralized digital hub for BEAD program oversight that tracks Subgrantee performance against milestones; (3) Provide high-level monitoring and compliance support for the Corporation under the BEAD Program. Specific responsibilities include creating a comprehensive Monitoring and Compliance Plan, conducting quarterly desk reviews, bi-monthly Subgrantee reviews, monthly reporting templates, and ensuring all documentation is maintained in an audit-ready format. Additionally, a user-friendly web-based platform must be provided to manage compliance tracking and reporting requirements.
The anticipated duration of the contract is expected to begin upon execution in August 2023 and continue until all BEAD broadband infrastructure projects are completed, which is projected to take approximately four years.
The services will be performed in Rhode Island across various Project Areas designated for broadband infrastructure deployment.
Proposers must demonstrate extensive knowledge of Uniform Guidance – 2 CFR Part 200 and BEAD requirements. They should have experience with broadband infrastructure grant compliance, particularly with federal funding requirements. Proposals must include a detailed budget itemized by task, qualifications of personnel assigned to the project, and evidence of past performance on similar projects.
