Background

The Rhode Island Commerce Corporation seeks bids from qualified vendors to lead monitoring and compliance for the Corporation’s subgrantees throughout the Broadband Equity, Access, and Deployment (BEAD) infrastructure deployment projects. Work Details

The contract encompasses three main tasks: (1) Lead monitoring and compliance of Subgrantees for BEAD infrastructure deployment projects, ensuring timeliness and accuracy of reporting, financial accountability, and adherence to applicable laws; (2) Provide, customize, and maintain a centralized digital hub for BEAD program oversight that tracks Subgrantee performance against milestones; (3) Provide high-level monitoring and compliance support for the Corporation under the BEAD Program. Specific responsibilities include creating a comprehensive Monitoring and Compliance Plan, conducting quarterly desk reviews, bi-monthly Subgrantee reviews, monthly reporting templates, and ensuring all documentation is maintained in an audit-ready format. Additionally, a user-friendly web-based platform must be provided to manage compliance tracking and reporting requirements.

Period of Performance

The anticipated duration of the contract is expected to begin upon execution in August 2023 and continue until all BEAD broadband infrastructure projects are completed, which is projected to take approximately four years.
