Background

The Binghamton-Johnson City Joint Sewage Board is seeking qualifications and proposals from qualified vendors to provide professional technical services for the analysis of wastewater and wastewater residuals within the JSTP service area. The goal is to execute a contract for industrial wastewater sampling and analyses, as the Board lacks the capacity to perform these tasks in-house. The project aims to ensure compliance with environmental regulations and improve wastewater management practices.

Work Details

The contractor will perform various sampling and analytical services, including: 1. **Weekly Sampling**: Collection of daily samples from Johnson City and Binghamton influent streams, as well as effluent from JSTP. A courier will pick up samples weekly, with analysis reports due within five business days for parameters including Total Kjeldahl Nitrogen (TKN), Nitrate + Nitrite (as N), Total Phosphorus, and Ammonia as N. 2. **Monthly Sampling**: Includes additional analyses for DI Water, Oil & Grease, JTSP Effluent, Digester Filter Cake, Thickener Weir Overflow, Digester Centrate, Digester Contents, and Digester Sludge. Reports are due within ten business days. 3. **Quarterly Testing**: Includes PFAS and 1,4-Dioxane testing as well as Whole Effluent Toxicity (WET) testing using specified test species. 4. **Biennial Pollutant Scan**: Comprehensive sampling every two years for all applicable pollutants identified in the NY-2A Application. 5. **Miscellaneous Analyses**: Additional sampling may be required on an as-needed basis for various industries discharging into the facilities.

Period of Performance

The contract will commence on August 1, 2026, and conclude on July 31, 2028. It may be renewed for two additional years upon mutual agreement.

The services will be performed at various locations within the Binghamton-Johnson City Joint Sewage Treatment Plant service area, specifically at the Board facility located at 4480 Vestal Road, Vestal, New York.

Bidder Requirements

Proposers must maintain NYSDOH Environmental Laboratory Approval Program (ELAP) and/or National Environmental Laboratory Approval Program (NELAP) accreditation for all analyses performed under this contract. Additionally, a minimum of $2 million in general liability insurance and $2 million in professional liability insurance is required. Proposers must also comply with the Immigration and Nationality Act throughout the contract term.
