Refuse Removal and Recycling Services

Background

The State University of New York at Oneonta (SUNY Oneonta) is issuing this Invitation for Bids (IFB) for services related to the removal of solid waste and single stream recyclable products, including mixed paper, cardboard, glass, metal, and plastic. SUNY Oneonta generates approximately 525 tons of solid waste and 80 tons of recyclable products annually. The university aims to engage a contractor that can provide reliable refuse removal and recycling services to support its sustainability initiatives.

Work Details

The successful bidder will be responsible for the following services: 1. **Mixed Solid Waste**: Collect, legally remove, and dispose of solid waste materials using new or like-new front-loading trucks during early AM pickups (7:00 AM-9:00 AM) on Monday, Wednesday, and Friday. The contractor must provide weight receipts from a certified scale indicating the actual tonnage collected from each pickup. 2. **Recycled Materials**: Collect and legally remove cardboard, mixed paper, and GMP materials from designated recycle areas on Tuesdays and/or Fridays during school sessions. The contractor will also ensure regular clean-up of any spillage during loading/unloading. 3. **Metal Recycling**: Provide two 30-yard roll-off dumpsters for metal recycling at specified locations on campus. 4. **Container Requirements**: All containers must be single color without corporate identification, maintained in good condition, and replaced within 24 hours if defective. Containers must be steam cleaned upon request but at least once per year. 5. **Reporting**: Monthly reports showing actual recycling and trash weights are required by the 20th of the following month.

Period of Performance

The contract will have a duration of 5 years starting in July 2026.

Services will be performed at the State University of New York at Oneonta campus located in Oneonta, NY.

Bidder Requirements

Bidders must have a minimum of five years' experience in refuse removal and recycling services. They are required to provide at least four references from similar organizations and disclose any terminated customer accounts within the past five years.
