Construction Management and Environmental Services for the Graham Hill Water Treatment Plant Facilities Improvement Project

Scope of Work Requested

The City of Santa Cruz Water Department (SCWD) is seeking proposals from pre-qualified Construction Management (CM) firms to provide comprehensive construction management and environmental services for the Graham Hill Water Treatment Plant (GHWTP) Facility Improvements Project (FIP). The selected firm will be responsible for: - Project management throughout the construction phase - Construction management oversight - Inspection services - Environmental monitoring and compliance This work supports the GHWTP FIP, a progressive design-build project with a construction value exceeding $100 million, located at an active water treatment plant.

The City of Santa Cruz Water Department (SCWD) is issuing this Request for Proposals (RFP).

Background

SCWD is utilizing a two-step process to select a consultant for construction management and environmental services. Step 1 involved a Request for Qualifications (RFQ) that closed on May 14, 2026, resulting in a shortlist of eligible firms. Only these pre-qualified consultants are eligible to respond to this RFP.

Contract Requirements

The intent is to enter into a single contract for Construction Management and Environmental Services During Construction. The contract will cover all services necessary to support the GHWTP Facility Improvements Project as outlined above.

Only consultants who were pre-qualified through the RFQ process are eligible to submit proposals for this RFP. The pre-qualified firms are:
