Background

The Lynnfield Water District is seeking proposals for the Water Meter Replacement Program, which aims to enhance the efficiency and accuracy of water meter readings. The project includes the installation of a fully functional Automated Meter Reading (AMR) system, aligning with the district's goals of improving metering operations and maintaining low operating costs. The contract will be managed by Weston & Sampson Engineers, Inc.

Work Details

The project encompasses the provision of approximately 1,490 water meters, encoder registers, radio frequency (RF) modules, data collection hardware, head end software, integration with the billing system, and training on the software/hardware. The contractor is responsible for supplying all necessary materials and equipment to support the Owner in utilizing the installed systems. Installation services will be contracted separately after selecting a proposer. Specific items include: - 1,415 units of 5/8-inch water meters with encoder registers and RF modules - 29 units of 1-inch water meters with encoder registers and RF modules - 26 units of 1-1/2-inch water meters with encoder registers and RF modules - 17 units of 2-inch water meters with encoder registers and RF modules - 3 units of 3-inch water meters with encoder registers and RF modules - AMR System Hardware including Fixed Network Control Computer and Data Collection Units (1 lump sum) - User licenses for hardware/software/RF network fees (1 lump sum) - Staff training on AMR system (1 lump sum) - Implementation, billing system integration, testing & training (1 lump sum).

Period of Performance

The contract work is expected to commence on or before a date specified in the written agreement and must be completed by May 31, 2027. Delivery timelines include within 60 calendar days for meters and within 90 calendar days for other products/services from receipt of purchase orders.

The work will be performed at various locations within the Lynnfield Water District in Massachusetts.

Bidder Requirements

Proposers must comply with Massachusetts General Laws Chapter 30B regarding procurement. A payment bond is required equal to at least 100% of the total contract price. Insurance coverage must include general liability ($1 million per occurrence), automobile liability ($1 million per accident), workers’ compensation insurance ($100,000), employers’ liability ($500,000), and umbrella liability ($2 million). Proposers must also certify compliance with non-discrimination laws and provide evidence of qualifications.
