Background

The Hawaiʻi State Foundation on Culture and the Arts (HSFCA) was established in 1965 to promote, perpetuate, preserve, and encourage culture and the arts, history, and the humanities as central to the quality of life of the people of Hawai'i. HSFCA is requesting proposals from qualified applicants to provide services for Artists in the Schools (AITS) to help achieve its Strategic Plan Priority HOʻONAʻAUAO-EDUCATE Objective 2.1: Support and expand statewide partnerships in providing arts education for all students. The contract aims to provide administrative support necessary for implementing the HSFCA's AITS Program grant and Collaborative Residency Project residencies.

Work Details

The contractor will assist with the implementation of the AITS Program by performing tasks including: - Disbursing the HSFCA AITS budget allocation of $697,954.00 by contracting approximately 40 individual teaching artists and arts organizations; - Collecting Form W-9 from each teaching artist; - Maintaining a schedule for each granted school arts residency; - Collecting invoices for all payments; - Issuing checks to contracted teaching artists in a timely manner; - Issuing IRS Form 1099-Misc to each contracted teaching artist annually; - Maintaining confidentiality regarding personal information; - Supporting teaching artist review and observation; - Coordinating film/photography for AITS residencies across various islands; - Conducting background checks for all teaching artists.

Period of Performance

The contract will begin on July 15, 2026, and end on July 14, 2027. It may be extended upon mutual agreement for up to six additional 12-month periods.

Place of Performance

The services will be performed in various locations across Hawaii as required by the AITS Program.

Bidder Requirements

Offerors must be based and incorporated in the State of Hawaii, have experience managing contracts and independent contractors, comply with HRS103D-310(c), and demonstrate extensive experience supporting arts education in Hawaii.
