Background

The City of Stone Mountain is seeking proposals for a four-year contract for independent audit services. The purpose of this Request for Proposals (RFP) is to establish a contract with a qualified Certified Public Accountant (CPA) to conduct financial and compliance audits in accordance with applicable auditing standards. The contract will cover the fiscal years ending December 31, 2025, through December 31, 2028, subject to annual review and appropriations.

Work Details

The selected auditor will perform the following services: - Conduct audits in accordance with generally accepted auditing standards as promulgated by the AICPA and Government Auditing Standards. - Assess the financial statements' fairness and compliance with accounting principles. - Evaluate internal controls. - Provide reasonable assurance against material misstatements. - Verify expenditures related to Special Purpose Local Option Sales Tax. - Prepare and issue all required independent audit reports. - Ensure compliance with the Official Code of Georgia Annotated. The auditor must also prepare a management letter detailing any violations or recommendations for improvement. Reports must include findings on internal control issues, fraud, noncompliance, and other significant matters.

Period of Performance

The contract will be performed over four consecutive fiscal years from December 31, 2025, to December 31, 2028.

The audits will be conducted at the City of Stone Mountain's offices located at 875 Main Street, Stone Mountain, GA 30083.

Bidder Requirements

Bidders must submit a completed Mandatory Pre-Qualification Form, a Technical Proposal demonstrating government audit expertise, and a Cost Proposal on official letterhead. Bidders must also comply with all federal and state laws regarding public contracting and certify that they are not debarred from bidding on contracts by any agency of the State of Georgia or federal government.
