Medical Assistance Ambulance Transportation Services

Background

The Cecil County Health Department is seeking to contract with qualified providers to deliver ambulance transportation services for eligible Medical Assistance Program clients and certain other Health Department clients residing in Cecil County. This initiative aims to ensure that individuals who require non-emergency medical transportation have access to necessary services, particularly those who lack alternative means of transportation.

Work Details

Providers will be responsible for offering ambulance transportation services categorized as Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT). The reimbursement structure is as follows:

Basic Life Support

$300.00 base rate plus $8.50 per mile

Advanced Life Support

$408.00 base rate plus $8.50 per mile

Critical Care Transport

$1,000.00 base rate plus $8.50 per mile All transports require pre-authorization, and total reimbursement will be calculated based on the applicable base rate plus mileage. Providers must ensure compliance with all local, state, and federal regulations, including maintaining necessary licenses and insurance. Services must be available throughout Cecil County, the greater Baltimore Metropolitan area, and Wilmington, Delaware.

Period of Performance

The contract will be ongoing with no established closing date for Expressions of Interest; however, services cannot commence until a contract is executed based on provider responses.

Place of Performance

Services will be performed in Cecil County, Maryland, as well as the greater Baltimore Metropolitan area and Wilmington, Delaware.

Bidder Requirements

Bidders must provide proof of insurance covering bodily injury liability and property damage liability. All vehicles and drivers must comply with local, state, and federal statutes. Minority business enterprises are encouraged to respond to this solicitation.
