Background

The Texas Health and Human Services Commission (HHSC) is seeking competitive bids to establish contracts for Oral Surgery Services for residents of the San Angelo State Supported Living Center (SGSSLC). The HHSC oversees the planning and delivery of health and human services in Texas. Both HHSC and the Department of State Health Services (DSHS) will be entitled to use any contract awarded as a result of this Invitation for Bids (IFB).

Work Details

The contractor will provide comprehensive Oral Surgery services, including but not limited to: dental exams, consultations, x-rays, extractions (including 3rd molars), implants, alveolectomy procedures, retained root procedures, biopsies, and pathology evaluations. Services will be performed at the contractor's approved local dental office or hospital. The contractor must maintain and sterilize all dental equipment used during services. They will also provide findings, recommendations, and treatment summaries in legible clinical notes. The average output is expected to be four residents per month or forty-eight per year. Measurable outcomes include completing 99% of evaluations and/or surgeries on time. Reports must be filed within seven days of treatment.

Period of Performance

The initial contract term will begin on September 1, 2026, and expire on August 31, 2029. There are no renewal options.

Place of Performance

Services will primarily be performed at the San Angelo State Supported Living Center located at 11640 US Hwy 87 N., Carlsbad, TX 76934.

Bidder Requirements

Bidders must have a minimum of five years relevant experience in providing similar services. All personnel assigned must have at least five years relevant experience and maintain necessary certifications including a current Texas State Dental Board License, DEA registration, CPR certification, and other relevant licenses. Background checks are required for all personnel before starting work. Bidders should also provide three verifiable references for similar contracts within the last five years.
