Grit and Screenings Transportation for WWTP

Background

The City of Benicia is a general law city located in Solano County, California. The City is seeking proposals from qualified organizations to assist in the transportation of grit and screening materials from the City of Benicia Wastewater Treatment Plant (WWTP) to Keller Canyon Landfill, which is 15.6 miles away in Pittsburg, California. The grit and screenings are byproducts of the wastewater treatment process and must be disposed of regularly to prevent odor and vector-related issues.

Work Details

The contractor will provide suitable vehicles and drivers for hauling grit and screenings, utilizing a City-approved 10-yard dump box that integrates with the City's existing storage track system. The container must be watertight to prevent leakage during transport. Regular transportation services are required, typically once per month, but this may vary based on waste accumulation. Each load will weigh between 3-6 tons, with approximately 30-40 tons generated annually by the WWTP. A signed waste profile manifest will accompany each pickup, and a quarterly report summarizing the quantity of transported materials is required.

Period of Performance

The contract is expected to commence on July 27, 2026, following the execution of the agreement on July 23, 2026.

Place of Performance

Transportation services will be performed from the City of Benicia Wastewater Treatment Plant located at 614 East 5th Street, Benicia, California to Keller Canyon Landfill in Pittsburg, California.

Bidder Requirements

Respondents must demonstrate their ability to perform the required services and maintain necessary licenses as mandated by California law. They must also provide proof of insurance coverage including: - Commercial General Liability Insurance with limits of at least $2 million per occurrence and $4 million aggregate; - Auto Liability Insurance with limits no less than $1 million per accident; - Workers’ Compensation Insurance as required by state law.
