Background

The Clovis Unified School District, located in Fresno County, California, is the eleventh largest K-12 public school system in California, serving over 44,000 students. The District has recently completed two energy-related projects totaling approximately $8,852,390. It aims to pursue all available reimbursements and eligible incentive funding associated with these projects. This Request for Proposal (RFP) seeks qualified firms to provide professional consulting services for identifying, documenting, preparing, submitting, and supporting federal clean energy incentive reimbursement claims under the Inflation Reduction Act of 2022 (IRA).

Work Details

The selected firm will provide services including: 1. Eligibility Assessment: Review project documentation to evaluate eligibility for federal clean energy incentives such as Investment Tax Credits (ITC) and Elective Pay reimbursement opportunities. 2. Compliance Review: Assess compliance with prevailing wage and apprenticeship requirements and identify any deficiencies. 3. Documentation Reconstruction: Assist in obtaining and organizing required project documentation and reconstruct missing records. 4. IRS and Treasury Registration Support: Help with pre-filing registration requirements for Elective Pay reimbursement claims. 5. Federal Filing Preparation and Filing Services: Prepare and submit all necessary federal registration materials and reimbursement claim documentation. 6. Post-Submission Support: Provide assistance in responding to IRS inquiries or audit requests related to submitted claims.

Period of Performance

The contract will be performed from the date of award until all services are completed, with a proposal submission deadline of July 21, 2026.

Place of Performance

Services will be performed at various locations within the Clovis Unified School District in Fresno County, California.

Bidder Requirements
