Construction Materials Testing Services

Background

The City of Temple, Texas is seeking Statements of Qualifications (SOQ) from qualified firms to provide independent third-party construction materials testing (CMT) and related inspection services for City infrastructure and building projects. The goal is to ensure the integrity and safety of construction projects through reliable testing and inspection services. The City may award multiple contracts based on the responses received, potentially separating civil/infrastructure projects from vertical construction projects.

Work Details

The selected firm(s), referred to as the CMT Provider, will provide on-call services that include but are not limited to: testing and inspection associated with roadway construction, water and wastewater utility installation, site development, and vertical construction. The CMT Provider must meet the City’s scheduling, reporting, and mobilization expectations as outlined in the Scope of Work. The City does not guarantee any minimum amount of work under the resulting contract.

Period of Performance

The period of performance for this contract will be on an as-needed basis without a specified minimum amount of work guaranteed.

Place of Performance

The services will be performed within the geographic boundaries of the City of Temple, Texas.

Bidder Requirements

Respondents must comply with all applicable local, state, and federal laws. They must also be able to execute a Professional Services Agreement and comply with insurance requirements as stated in the contract. Additionally, vendors must certify compliance with various provisions including non-collusion certification, compliance with Texas Family Code provisions regarding child support obligations, and adherence to federal regulations regarding debarment and suspension.
