Background

The City of Davenport is issuing an Invitation to Bid for the 2026 Neighborhood Streets Preservation Program - Package B. This initiative aims to rehabilitate approximately 3.2 lane-miles of residential roadways using cost-effective pavement preservation techniques, specifically thin-lift asphalt overlay and seal coating. The project is part of a larger effort to protect the city's infrastructure and avoid costly full-depth road reconstruction. The program consists of three bid packages: - Package A (sealcoat) - Package B (thin-lift overlay - West) - Package C (thin-lift overlay - East).

Work Details

The work under this contract includes the following tasks: 1. Application of thin-lift HMA overlay at various locations including Cedar Street, W 71st Street, Washington Street, N Pine Street, S Elmwood Avenue, and Jackson Avenue. 2. Full depth patching where necessary. 3. Milling to create headers at edges of areas to be paved. 4. Curb and gutter removal and replacement as identified by the Engineer. 5. Minor adjustments to manholes and intakes in areas of full depth patching. 6. Temporary traffic control measures including signage and barricades. 7. Restoration of disturbed areas with sod along back of curb where applicable.

Period of Performance

The anticipated start date for construction is no sooner than August 17, 2026, with all work required to be completed by October 30, 2026.

Place of Performance

The work will be performed in various locations throughout Davenport, Iowa including Cedar Street, W 71st Street, Washington Street, N Pine Street, S Elmwood Avenue, and Jackson Avenue.

Bidder Requirements

Bidders must provide a Bid Bond of 5% for bids exceeding $100,000. A Performance Bond equal to 100% of the contract amount will also be required for awarded bids over $100,000. Additionally, bidders must submit a Certificate of Insurance covering General Liability, Workers Compensation, and Vehicle insurance as specified in the General Contract Conditions.
