2026 Neighborhood Streets Preservation Program - Package C (Thin Lift - East

Background

The City of Davenport is initiating the 2026 Neighborhood Streets Preservation Program - Package C, which focuses on rehabilitating approximately 3.2 lane-miles of residential roadways. The program aims to extend the service life of 14 neighborhood street networks through cost-effective pavement preservation techniques, specifically thin-lift asphalt overlay and seal coating. This project is part of a broader effort to protect the city's infrastructure assets and avoid more expensive full-depth road reconstruction.

Work Details

The project involves the application of a thin-lift HMA overlay at six project locations: 1) N Ripley Street from W 46th Street to Colony Drive; 2) W Garfield Street and Fair Avenue from Sheridan Street to W 30th Street; 3) Iowa Street from E Garfield Street to E 29th Street; 4) Farnam Street from E Garfield Street to E 29th Street; 5) E Garfield Street from Jefferson Avenue to Grand Avenue; and 6) E Denison Avenue from Arlington Avenue to Tremont Avenue. The work includes labor, materials, and equipment necessary for the overlay application, as well as related tasks such as full depth patching, milling, curb and gutter removal and replacement, structure adjustments, traffic control, and other improvements necessary for successful project completion.

Period of Performance

The anticipated start date for construction is August 17, 2026, with all work required to be completed by October 30, 2026. There are no designated working days for this contract.

Bidder Requirements

Bidders must comply with specific requirements including submitting bids through the City of Davenport e-bidding system. A bid bond of 5% is required for bids exceeding $100,000. Contractors must also provide a Certificate of Insurance and complete a Bidder Status Form. Compliance with SUDAS (Statewide Urban Design and Specifications) is mandatory.
