Progressive Design-Build Services for New Library and Community Center at Albert Park

Background

The City of San Rafael is seeking qualified design-builders to provide progressive design-build services for the Albert Park Library and Community Center Project. This project aims to create a vibrant community resource that fosters civic, cultural, and social enrichment. The estimated cost of the project is approximately $80,000,000, which includes the construction of a new 50,000 square foot library and community center, outdoor program areas, surface parking, and related site improvements.

Work Details

The project consists of two phases: Phase 1 involves preconstruction design phase services including preliminary design, review of existing site conditions, conceptual design, community outreach, schematic design, design development, constructability reviews, value engineering, cost estimating, project scheduling, and preparation of a guaranteed maximum price (GMP). Phase 2 includes final design services and construction to complete the project. Key components include: - A new 50,000 GSF 2-story library and community center - 32,000 SF of outdoor program spaces - Approximately 185 surface parking stalls. Additionally, the successful Proposer must ensure compliance with prevailing wage laws as per California Labor Code and maintain active registration with the Department of Industrial Relations for public works.

Period of Performance

The anticipated timeline for the project includes procurement from July to October 2026; award of Phase 1 Agreement in November 2026; programming and conceptual designs from November 2026 to January 2027; community outreach from February to June 2027; schematic design from July to November 2027; design development/GMP/award of Phase 2 from December 2027 to May 2028; construction documents/permits from May to December 2028; and construction phase from October 2028 to December 2030.

The contract will be performed at Albert Park in San Rafael, California.

Bidder Requirements

Proposers must demonstrate progressive design-build experience with similar projects in size and complexity. The team should include an Architect of Record and a General Contractor licensed in California. Proposers must also provide evidence of financial capacity exceeding $250 million in revenue over the past three years. All contractors must be registered with the DIR for public work. Additional requirements include maintaining an acceptable safety record and providing a notarized letter verifying bonding capacity of at least $100 million for single projects.
