Background

The County of Marin Department of Health and Human Services, specifically the Divisions of Behavioral Health and Recovery Services and Public Health, is seeking proposals from qualified organizations to coordinate youth-led, school-based substance use prevention efforts through the Friday Night Live (FNL) and Club Live (CL) programs. These programs aim to engage high school and middle school-aged youth as active leaders in changing community conditions that contribute to underage substance use. The initiative is funded through the federal Substance Use Prevention and Treatment Block Grant (SUBG), which supports evidence-informed strategies to prevent substance use among youth.

Work Details

The selected organization will coordinate a minimum of three FNL/CL chapters across diverse school communities in Marin County. Responsibilities include: 1) Coordinating and sustaining FNL and CL chapters that engage youth and adult allies in projects impacting environments contributing to underage substance use; 2) Providing ongoing training and technical assistance consistent with the California Friday Night Live Roadmap Guide; 3) Building youth capacity for data use, community organizing, and advocacy for lasting environmental change. Chapters must develop at least one environmental prevention strategy aimed at changing community norms or policies related to substance use. Collaboration with existing prevention initiatives such as the Marin Prevention Network is required.

Period of Performance

The anticipated contract period is from September 1, 2026, through June 30, 2027, with options for two additional one-year renewals based on funding availability and satisfactory performance.

Place of Performance

The contract will be performed countywide across various school communities in Marin County.

Bidder Requirements

Applicants must demonstrate experience in utilizing environmental prevention strategies, working collaboratively with youth, engaging with schools affected by substance use, and providing training to FNL/CL chapters. They must also comply with insurance requirements of $1 million liability coverage ($2 million aggregate), be legally authorized to conduct business in California, have proven fiscal capacity, and agree to comply with all applicable federal, state, and local laws.
