Progressive Design-Build Contract Documents for New Library and Community Center at Albert Park Project

Background

The City of San Rafael is seeking proposals from qualified progressive design-build teams to provide services for the New Library and Community Center at Albert Park Project. This project aims to create a vibrant community resource that enhances civic, cultural, and social connections in San Rafael. The estimated cost of the project is approximately $80,000,000, which includes a new 50,000 square foot library and community center, outdoor program areas, surface parking, and related site improvements.

Work Details

The project consists of two phases: (1) Phase 1 includes preconstruction design phase services such as preliminary design, review of existing site conditions, conceptual design, community outreach, schematic design, design development, constructability reviews, value engineering, cost estimating, project scheduling, and preparation of a guaranteed maximum price (GMP). (2) Phase 2 involves final design services and construction to complete the project. The successful proposer will be expected to execute the progressive design-build contract included with this RFQ. Key components include: - A new 50,000 GSF 2-story library and community center - 32,000 SF of outdoor program spaces - Approximately 185 surface parking stalls Additionally, certain labor categories may be subject to prevailing wages as per California Labor Code.

Period of Performance

The anticipated timeline for the project includes procurement of the progressive design-build team from July to October 2026; award of Phase 1 Agreement in November 2026; programming and conceptual designs from November 2026 to January 2027; community outreach from February to June 2027; schematic design from July to November 2027; design development/GMP/award of Phase 2 from December 2027 to May 2028; construction documents/permits from May to December 2028; and construction phase from October 2028 to December 2030.

Place of Performance

The contract will be performed in San Rafael, California at the Albert Park location designated for the new library and community center.

Bidder Requirements

Proposers must demonstrate a capable background in similar projects and have sufficient resources including trained personnel and financial capacity. They must include an Architect of Record with progressive design-build experience and a General Contractor licensed in California. All contractors must be registered with the California Department of Industrial Relations (DIR) for public work. Proposers are required to comply with prevailing wage laws and provide proof of bonding capacity of at least $100 million for performance bonds.
