Community Facilities District & Tax Consulting Services

Background

The City of Banning is seeking a qualified entity or individual to provide Community Facilities District (CFD) and Tax Consulting Services. The City, strategically located between the Inland Empire and Coachella Valley, aims to assist in the formation, implementation, and administration of CFDs under the Mello-Roos Community Facilities Act of 1982. The goal is to ensure effective management of bonded districts as well as service and maintenance districts.

Work Details

The selected Consultant will provide the following services: 1. Assist in the formation and administration of CFDs, including special district administration services. 2. Prepare special tax methodologies for bonded and service districts, ensuring compliance with statutory requirements. 3. Conduct meetings with City staff to gather information on operational costs, eligibility of facilities/services, and establish CFD boundaries. 4. Prepare necessary documents for district formation proceedings, including resolutions and special tax reports. 5. Provide ongoing administrative support for existing CFDs, including budget preparation, compliance monitoring, parcel database management, delinquency administration, and public outreach efforts.

Period of Performance

The initial term of the contract will last two years from the date of execution with options to extend for three additional one-year terms, not exceeding five years total.

Place of Performance

Services will be performed in the City of Banning, California.

Bidder Requirements

Proposals will only be considered from companies that have at least five years of experience in providing similar services under a legally registered business name. Companies must also be registered with OpenGov and hold appropriate licenses for their discipline in California.
