Background

The Housing Authority of the City of Alameda (AHA) is a public body established in 1940 to provide housing assistance to low-income families in Alameda. The AHA oversees various housing programs and is governed by a Board of Commissioners. This RFP seeks proposals from qualified social service providers with experience in affordable housing to manage and serve AHA housing program participants across its multifamily portfolio, including future properties.

Work Details

The RFP requests services in six areas: 1) Daily Social Services for Existing Residents at AHA/AAHC/ICD Properties; 2) Limited Additional Phone Counseling/Referrals; 3) Specialized Social Service Programs at LIHTC Properties, including homeless housing; 4) Counseling and Workshops for Family Self Sufficiency Clients; 5) Homeless Housing Social Service Partners; 6) Specialty Community Services. A single provider will be selected for Areas 1, 2, 3, and 5, requiring approval from Alameda County Cal Aim and California Tax Credit Allocation Committee (CTCAC). Areas 5 and 6 may be reviewed separately.

Period of Performance

The proposed term for the contract is three years, with an option for two additional one-year extensions, totaling a maximum of five years.

Place of Performance

Services will be performed at all AHA owned properties in Alameda, California.

Bidder Requirements

Proposers must be qualified, licensed, and insured. They must demonstrate their qualifications and past performance. The successful Proposer will need to provide insurance coverage including Commercial General Liability, Automobile Liability, Workers' Compensation, Professional Liability, Cyber Liability, and Technology Professional Liability as specified in the RFP.
