Background

The Liberty County Board of Commissioners is seeking proposals for a Multi-Disciplinary Evaluation of Jail Facility Conditions, Capacity, Security Systems, and Regulatory Compliance. This project aims to assess the current state of the Liberty County Jail, which serves as the primary detention facility for the region and supports law enforcement operations, including those related to Fort Stewart. The assessment will address aging infrastructure, current and projected inmate population needs, and operational efficiencies.

Work Details

The selected firm will conduct a comprehensive evaluation that includes: A. Facility and Infrastructure Assessment: - Structural systems (foundation, roof, building envelope) - Mechanical, electrical, and plumbing systems (MEP) - HVAC performance and ventilation adequacy - Life safety systems (fire alarms, suppression systems) - ADA compliance per applicable standards B. Security Systems Evaluation: - Perimeter security and controlled access points - Surveillance systems (CCTV coverage and functionality) - Detention-grade locking systems and hardware - Control room design and operations C. Operational Assessment: - Intake, booking, and release processes - Housing unit configuration and inmate classification - Staffing levels, post assignments, and supervision models - Medical, food service, and visitation operations D. Capacity and Population Analysis: - Rated vs. operational capacity - Historical trends and population projections E. Compliance Review: - Review of Georgia jail standards and federal regulations including PREA (Prison Rape Elimination Act) F. Alternatives and Recommendations: - Analysis of renovation vs. expansion vs. replacement options with phased implementation strategies.

The project is expected to be completed by November 13, 2026.

The evaluation will take place at the Liberty County Jail located in Hinesville, Georgia.
