Sole Source Customer Support Agreement for Apex Gamma Desktop Systems and 24-Input Alpha Analyst System.

Background

The Texas Health and Human Services Commission (HHSC) is seeking competitive bids to establish contract(s) for an annual basic service agreement for Apex Gamma Desktop Systems and 24-Input Alpha Analyst System. This contract will support the Department of State Health Services (DSHS) in their mission to test drinking water and environmental samples for radioactive isotopes using specialized equipment. The awarded contract will allow both HHSC and DSHS to utilize the services provided.

Work Details

The contractor will provide an annual basic on-site customer support agreement for the following systems: - Apex-Gamma Desktop Systems (Model Numbers: 200152348, 200970432) - 24-Input Alpha Analyst System (Model Number: 10089025) The services include: - Coverage from September 1, 2026, to August 31, 2027. - Support for all associated equipment and software including HPGe detectors, alpha spectrometers, digital signal analyzers, desktop computers, Genie 2000 software, APEX-Gamma and APEX-Alpha software. - Basic onsite customer support to prevent instrument downtime and maintain proper working order. - The equipment is critical for routine surveillance of nuclear power plants and food safety activities. Specific requirements include: - All non-consumable parts, labor, and travel expenses necessary for maintenance. - A response time of three business days (72 hours). - Two scheduled on-site assistance visits and two unscheduled emergency visits per year. - Toll-free technical support during standard business hours. - Software updates as released and immediate notification of critical software problems.

Period of Performance

The contract period will be from September 1, 2026, to August 31, 2027.

Place of Performance

Services will primarily be performed at the DSHS Lab located at 1100 W. 49th St Austin, TX 78756. Additional locations may be designated by HHSC with prior notice.

Bidder Requirements

Bidders must demonstrate a minimum of five years of relevant experience in providing similar services. Personnel assigned must have at least two years of relevant experience. Bidders are required to provide three verifiable references from contracts of similar size within the last five years. All personnel must pass background checks before being allowed on state property.
