Background
The City of Florissant is seeking competitive, sealed proposals from qualified vendors to establish a blanket purchase agreement for the high-volume supply and delivery of various aggregate materials. These materials are critical for upcoming fiscal year operations, including roadway maintenance, winter storm management, water/sewer line bedding, volumetric concrete truck production, and general infrastructure repairs.
Work Details
The contract involves the supply and delivery of various types of aggregate materials including: 1) Type 1-1" Minus (100 Tons) 2) Type 1-1 1/2" Minus (100 Tons) 3) Type 1-2" Minus (100 Tons) 4) Rip Rap (1man) (200 Tons) 5) Screening (300 Tons) 6) 1" Clean (4,000 Tons) 7) 1/2" Clean (300 Tons) 8) 1/2" Minus (300 Tons) 9) Meremac Gravel (500 Tons) 10) River Sand (100 Tons) 11) Meramec Sand (100 Tons) 12) Pea Gravel (Torpedo Gravel for Golf Course) (100 Tons). All shipping/delivery charges must be included in the bid price and will be on an 'as needed' basis. The City is sales tax exempt.
Period of Performance
The contract will run for one year from July 1, 2026, through June 30, 2027, with the option to renew for two additional one-year periods if agreeable to both the City and the Vendor.
Place of Performance
Delivery locations include the City’s Public Works Complex, Park Maintenance Building, Golf Course Maintenance Area, or other locations within the City as specified.
Bidder Requirements
Bidders must provide a minimum of three references from public agencies or high-volume commercial clients managed within the last three years. They must submit independent laboratory certified test reports proving compliance with DOT standards for graduation, soundness, and abrasion loss. Bidders are required to upload their Certificate(s) of Insurance listing the City of Florissant as additional insured. The successful bidder must also agree to provide materials up to a 10% excess during emergency situations.
