Background

The Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH) is collaborating with representatives from multiple states to form the Sign Language Court Interpreter Collaborative (SLCIC). This initiative addresses the shortage of qualified legal interpreters by implementing a comprehensive legal interpreter training program and applying for funding through the State Justice Institute (SJI) Grant Program, which supports projects that enhance court systems and access to justice.

Work Details

The Deaf-Centered Grant Coordinator will be responsible for: - Receiving funds from participating states. - Submitting the SJI Grant application on behalf of SLCIC. - Receiving SJI Grant funds. - Posting bid solicitations for training coordinator and trainers. - Disseminating applications to interpreters. - Hosting an online learning platform for remote training. - Coordinating in-person training spaces. - Administering SJI Grant funds, and other related activities. The Coordinator must have a not-for-profit structure with a majority Deaf Board, focus on accessibility for Deaf individuals, familiarity with barriers faced by Deaf individuals in legal settings, and experience in multi-state program coordination.

Period of Performance

The contract duration is five (5) years with two options to renew for two additional years each.

Place of Performance

The services will be performed across multiple states involved in the Collaborative.

Bidder Requirements

The selected organization must demonstrate capability in managing grant funding and meet specific qualifications including a governing Board majority of Deaf individuals with legal expertise. The administrative service fee charged by the Coordinator cannot exceed 5% of the grant amount.
