Background

The Texas Department of Housing and Community Affairs (TDHCA) is seeking bids from qualified firms for an Employee Assistance Program (EAP). This program aims to assist approximately 393 employees, including part-time, full-time, contract, and severed employees (for up to six months), as well as their dependents and individuals residing in their households. The goal is to help these individuals manage personal issues that may negatively affect their work performance, health, and overall well-being.

Work Details

The EAP services to be provided include: 1. Assessment: Initial counseling sessions will include assessments for substance abuse, crisis or emergency counseling, grief counseling, and post-treatment services. Referrals will be made to appropriate resources when necessary. 2. Short-term Counseling: Up to five counseling sessions per person per problem will be provided for TDHCA employees and covered individuals. 3. Referral Services: Appropriate referrals for services not covered under EAP will be provided. 4. Case Management: Limited case management for emergency situations or management-referred employees will be offered. 5. Crisis Management: A 24-hour Toll-Free Crisis Hotline will be available for emergencies. 6. Employee Orientations: Annual orientations to explain EAP services will be conducted upon request. 7. Training Sessions: Quarterly supervisory training sessions will assist managers in utilizing EAP services effectively. 8. Personal Development: Three hours of onsite training or participation in health/wellness fairs will be provided annually. 9. Supervisory Consultation: Periodic consultations regarding specific employee issues will be available.

Period of Performance

The contract is expected to commence on September 1, 2026, and terminate on August 31, 2027, with the option to renew for three additional one-year periods.

Place of Performance

Services are to be provided within a 50-mile radius of the following Texas cities: Austin, Beaumont, Dallas/Fort Worth, El Paso, Lubbock, Houston, Longview, McAllen, San Antonio, Sherman, Tyler, and Waco.

Bidder Requirements

Respondents must demonstrate qualifications by providing years in business and experience relevant to the requested services. They must also provide certified counselors with a minimum education of a Master’s Degree in Social Work or Psychology and submit a VetHUB Subcontracting Plan if applicable.
