Project Health Assessments, Project Management and Strategic Consulting Services

Background

The Executive Office of Technology Services and Security (EOTSS) of the Commonwealth of Massachusetts is issuing this Request for Quotation (RFQ) to solicit bids from qualified vendors under the ITS81 statewide contract. The purpose of this RFQ is to obtain Project Health Assessments, Project Management and Strategic Consulting Services, and Application Development Services to support various IT projects across EOTSS and other eligible entities within the Executive Branch. EOTSS oversees IT policy development and implementation for over 125 state agencies, ensuring effective management of technology investments.

Work Details

Vendors are expected to provide the following services: 1. **Project Health Assessment Services**: Analyze project health through metrics assessing progress towards objectives, governance structures, project management processes, risk management, and stakeholder engagement. Deliver a Final Report including findings, recommendations, gaps identified, and an overall project health rating on a scale of 1 to 5. 2. **Project Management and Strategic Consulting Services**: Provide oversight for IT projects, assist in developing strategies and standards, evaluate project management methodologies, draft RFPs, and support procurement processes. 3. **Application Development Services**: Develop secure applications adhering to Commonwealth standards, advise on SDLC best practices, integrate applications with enterprise systems, and assist with cloud-based solutions. 4. **Independent Verification and Validation (IV&V) Services**: Conduct assessments of project performance and readiness during active projects.

Period of Performance

The estimated term for contracts resulting from this RFQ is an initial period of 36 months with potential renewals or extensions upon mutual agreement.

Place of Performance

Services will be performed primarily at locations designated by EOTSS or other eligible entities within the Commonwealth of Massachusetts.

Bidder Requirements

Bidders must be registered under the ITS81 statewide contract for Project Services and GIS. They must demonstrate experience in providing similar services within the last five to seven years, including references from comparable organizations. Bidders are required to comply with all applicable laws regarding data protection and confidentiality as outlined in the RFQ.
