Background

The Orange County Transportation Authority (OCTA) is responsible for planning and programming state and federal funding for transportation projects in Orange County. The agency seeks technical assistance to support long-term planning and programming, including federal, state, and local grant development and administration. This contract aims to assist with the Express Lane Excess Toll Expenditure Plan, funding programs associated with the Infrastructure Investment and Jobs Act (IIJA), Senate Bill 1 (SB-1), and any new or existing federal or state transportation funding programs that may arise over a period of three years, with an option for two additional years.

Work Details

The consultant will provide strategic, advisory, and technical assistance in the following areas: 1. Long Term Planning and Programming: Support OCTA in developing strategies for long-term planning initiatives. 2. Grant Development: Assist in the development of federal, state, and local grants. 3. Funding Program Development: Help identify funding opportunities related to IIJA, SB-1, Measure M2, and other relevant programs. 4. Programming Support: Prepare documentation according to approved guidelines and assist in analyzing program guidelines. 5. Project Identification: Aid in identifying potential projects for submission to various funding programs. 6. Monitoring Agencies: Monitor relevant federal and state agencies for planning information and provide guidance on funding opportunities. 7. Coordination with Local Agencies: Work with local agencies receiving grants through OCTA calls for projects. 8. Review of Policies: Review CTC agendas and statewide planning policies to inform OCTA strategies.

Period of Performance

The contract will be performed over an initial term of three years with an option for two additional years.

Place of Performance

The services will primarily be performed at the Orange County Transportation Authority's Administrative Office located at 550 South Main Street, Orange, CA 92863-1584.
