Islamic Contract Chaplain

Background

The Ohio Department of Rehabilitation and Correction (ODRC) is seeking an Islamic Chaplain to provide religious services to the incarcerated population at Grafton Correctional Institution and Grafton Reintegration Center. The goal of this contract is to assist the institutional chaplain in delivering pastoral care and religious programming to individuals of the Islamic faith.

Work Details

The contractor will be responsible for conducting weekly worship services, including Jumuah Prayer, Zuhr Prayer, and two Eid Prayers annually. Additional responsibilities include providing religious education classes (Taleem), general pastoral care to Muslim inmates in special units, crisis counseling, visitation rounds, attendance at annual religious services meetings, referrals to appropriate services, distribution of religious literature, and conducting memorial or funeral services as needed. The contractor must complete monthly reports on services provided and submit them to the Deputy Warden of Special Services and the DRC Religious Services Administrator. Compensation for services includes specific rates for each type of service rendered.

Period of Performance

The contract will commence upon approval and continue through June 30, 2027, with options for two additional two-year renewals.

Place of Performance

Services will be performed at Grafton Correctional Institution and Grafton Reintegration Center located at 2500 South Avon Belden Rd, Grafton, Ohio.

Bidder Requirements

Candidates must be ordained or licensed and in good standing with their local congregation or mosque. Completion of one unit of Clinical Pastoral Education is preferred. Candidates are subject to a criminal background check and must be able to work in a potentially hazardous environment.
