Background

The City of Topeka, Kansas is seeking competitive proposals from qualified consultants to prepare a historic resources survey for the North Topeka Commercial District (NOTO). This area has been a business and commerce district since the late 1850s, featuring late nineteenth and early twentieth-century commercial buildings along North Kansas Avenue. A previous survey conducted in 2012 included 49 properties but did not cover structures between Gordon Street and Fairchild Street. The purpose of this new survey is to document the area and assess the feasibility of establishing a historic district.

Work Details

The consultant will conduct a reconnaissance survey covering 61 properties in the NOTO area, which is bordered by NE Norris St on the south and NE Fairchild St on the north. Significant landmarks include the Kansas Avenue United Methodist Church and NOTO Arts Center. The work must comply with guidelines from the State Historic Preservation Office (SHPO) and include: - Assembling a survey team - Meeting with SHPO staff for project expectations - Uploading collected data to the Kansas Historic Resources Inventory (KHRI) - Producing digital copies of images and site plans - Creating a comprehensive survey report detailing methodology, findings, and recommendations - Conducting at least one public meeting during the grant period - Providing regular monthly reports along with a Completion Report.
