Background

The Cape Fear Public Utility Authority (CFPUA) is seeking an experienced contractor to perform valve exercising within its service area, which provides water and wastewater services to over 200,000 customers in New Hanover County. This initiative is part of CFPUA's asset management program aimed at extending the life expectancy of valves, reducing long-term maintenance costs, assessing asset conditions, and enhancing a geospatial information management repository for better decision-making regarding asset repair or replacement.

Work Details

The contractor will develop, plan, and execute a valve exercise and maintenance program that includes the following activities: locating, identifying, assessing, inspecting, exercising valves, performing minor repairs, recording mapping grade GPS data, and creating a deliverable database compatible with CFPUA’s GIS (ESRI). Specific tasks include: - Evaluating and improving the operability of water valves through field activities. - Providing a web-based project management dashboard for real-time monitoring. - Performing discretionary infrastructure repair activities. - Coordinating valve exercise with unidirectional flushing programs. The contractor must also provide detailed written processes for valve exercising that include torque limits for various valve types.

Period of Performance

The contract will commence upon execution and is expected to be effective until all services are completed as per the agreed schedule. The estimated procurement schedule indicates that the RFQ was issued on June 15, 2026, with SOQs due by July 8, 2026.

Place of Performance

The work will be performed within the Cape Fear Public Utility Authority service area in New Hanover County, North Carolina.

Bidder Requirements

Contractors must demonstrate relevant experience in valve assessment and maintenance programs. They should provide evidence of qualifications related to evaluating operability of valves and hydrants in water distribution systems. Additionally, contractors must maintain insurance coverage as specified by CFPUA including commercial general liability insurance with limits of at least $1 million per occurrence. Contractors are required to submit a list of employees involved in the project along with their qualifications.
