Statement of Qualifications for Montgomery County

Background

The Montgomery County Engineer's Office (MCEO) is seeking Statements of Qualifications (SOQ) for professional design and consulting services to support various construction projects within Montgomery County. The goal of this contract is to identify qualified firms that can provide a range of engineering and design services from July 1, 2026, to June 30, 2028. This initiative aligns with the agency's mission to enhance infrastructure and ensure effective project management for future developments.

Work Details

The services required under this contract include: - Preparation of construction contract plans and studies. - Administration and inspection of construction projects. - Right-of-way acquisition services. - Program management. - Construction management. - Feasibility studies. - Preliminary and design engineering. - Surveying and mapping. - Environmental document preparation. - Ecological surveys. - Noise analyses. - Public involvement activities. Additionally, various specialized engineering services are required such as bridge design, traffic signal design, geotechnical engineering, and environmental assessments. Specific tasks include: - Right-of-way acquisition services including project management, title research, appraisal, negotiation, closing, and relocation assistance. - Construction inspection roles such as project inspector, coatings inspector, traffic & electrical inspector, and soils inspector. - Financial management system evaluation compliant with federal requirements for engineering and design-related services.

The contract will be performed from July 1, 2026, to June 30, 2028.

Bidder Requirements

Firms must submit a current Statement of Qualifications that includes firm history, education and experience of key personnel, technical expertise of staff, availability of staff, equipment and facilities available for use, previous work performed for MCEO, and experience in relevant engineering fields. Additionally, firms must meet prequalification requirements set by the Ohio Department of Transportation (ODOT) for specific categories related to the services offered.
