Background

The City of Danville Utilities Department is seeking to procure a qualified firm to provide hybrid Operations and Maintenance (O&M) services for its municipal water system. This includes conventional and industrial water treatment plants, finished water storage facilities, pumping stations, and SCADA systems. The goal of this contract is to maintain continuous operations, improve system reliability, support staffing flexibility, advance preventive maintenance programs, and ensure regulatory compliance.

Work Details

The contractor will provide comprehensive O&M services in coordination with City personnel, including: 1. Plant Operations: Support treatment operations under a shared staffing model with certified operators for scheduled shifts (2 shifts/week, 8–12 hours per shift). Assist with process control optimization and develop Standard Operating Procedures (SOPs). 2. Preventive & Corrective Maintenance: Execute preventive maintenance programs aligned with the City’s requirements. Perform corrective maintenance and troubleshooting while maintaining mechanical, electrical, and instrumentation systems. 3. SCADA & Controls: Monitor and troubleshoot SCADA systems and provide support for controls and telemetry integration. 4. Compliance & Regulatory Support: Ensure compliance with VDH and EPA regulations while assisting with sampling and inspections. 5. Staffing & Training: Provide licensed Virginia operators and deliver workforce training for City staff. 6. Emergency Response: Provide 24/7 on-call capability for critical failures. 7. Asset Management & Reporting: Maintain asset condition assessments and provide monthly performance reports.

Period of Performance

The initial contract term is expected to be between 3 to 5 years with options for renewal based on performance evaluations tied to key performance indicators (KPIs).

Place of Performance

The services will be performed at various locations within the City of Danville, Virginia including the water treatment plant, storage tanks, and pumping stations.

Bidder Requirements

Bidders must demonstrate practical knowledge of the work required and have the financial resources to complete the project. They must provide evidence of relevant municipal water system experience and regulatory compliance history. Additionally, bidders are required to submit a satisfactory Performance Bond and Labor & Material Bond in the amount of 100% of the contract amount within ten days of receiving the contract documents.
