West County Wastewater (WCW) provides wastewater collection and treatment services to approximately 93,000 residents. Established on December 19, 1921, WCW operates as a political subdivision of the State of California. The agency's infrastructure includes 249 miles of gravity sewer pipelines, 17 lift stations, and a water quality resource recovery plant with a capacity of 12.5 million gallons per day (MGD). The goal of this contract is to conduct a civil work assessment on the Tara Hill Force Main to ensure its operational integrity.
The contract involves several key tasks: installation of a Launch Barrel and Receive Barrel, removal of a plug valve and replacement with a full port gate valve, and potholing at specified locations. Specific tasks include: 1. Installation of Launch Barrel at Tara Hills Lift Station, including temporary bypass and line-stops. 2. Installation of Receive Barrel at Giant Hwy, also requiring temporary bypass and line-stops. 3. Civil work on Rachael Rd to replace the plug valve with a full port gate valve. 4. Potholing at up to twenty locations along the pipe alignment for access to the crown of the pipeline, with spoils dumped at WCW's wastewater treatment plant. 5. Project support includes assisting in pigging operations by lifting pigs and probes for insertion and retrieval from barrels and providing additional water supply from EBMUD hydrant.
The contract is expected to commence upon issuance of the Notice to Proceed, tentatively set for July 27, 2026.
The work will be performed primarily at West County Wastewater Tarahills Lift Station located at 2250 Tara Hills Dr., San Pablo, CA 94806.
Bidders must be licensed under California law for the type of work required. They are required to submit proposals accompanied by proposal security in the form of a certified check or cashier's check for no less than ten percent (10%) of the total bid amount. Additionally, bidders must provide performance and payment bonds upon contract execution.
