Summary: Background The Bureau of Indian Affairs (BIA), Office of Facilities Management and Construction (OFMC), Western Regional Office is issuing this solicitation for lead-based paint abatement services at Building 98, a maintenance garage located in the Gila River Indian Community. The project aims to eliminate lead-based paint hazards identified during facility assessments to ensure the safety of occupants and compliance with environmental regulations. Work Details The contractor is required to perform the following tasks: - Eliminate lead-based paint hazards from approximately 2,642 square feet of structural steel beams in Building 98. - Ensure compliance with federal, tribal, and local environmental regulations including EPA, OSHA, and GRIC DEQ requirements. - Protect workers and building occupants from lead exposure during the abatement process. - Properly characterize, package, transport, and dispose of all hazardous waste materials according to RCRA regulations. - Provide comprehensive documentation of all abatement activities, clearance testing, and waste disposal. - Complete all work within a 90-calendar-day performance period while minimizing facility downtime. - Conduct pre-abatement planning including risk assessment by a certified inspector/risk assessor.
