Background

The County of Marin is seeking a qualified transportation and mobility consulting team to develop an operations-led, innovation-focused multimodal corridor planning effort for Sir Francis Drake Boulevard (SFD). This project aims to treat SFD as a single managed corridor that spans multiple jurisdictions. The goal is to create an actionable strategy that includes prioritized recommendations and pilot-ready concepts. Work Details

The consultant will evaluate corridor operations through targeted data collection and analysis. They will identify innovative solutions to improve travel time reliability, transit performance, safety, and multimodal mobility. The work includes stakeholder engagement to prioritize recommendations and develop a corridor plan that identifies near-term actions, pilot opportunities, and long-term improvements. Specific tasks include: 1. Project Initiation and Management: Kickoff meeting, project management plan, community engagement plan. 2. Existing Conditions and Operational Assessment: Travel time reliability analysis, signal coordination review, transit operations analysis. 3. Performance Measurement and Data Framework: Define KPIs relevant to project goals. 4. Operations and Innovation Strategy Development: Signal modernization strategies, transit priority tools. 5. Visualization for Community Engagement: Develop visualizations for community workshops. 6. Implementation Plan: Phased implementation strategy with governance framework. 7. Engagement and Decision Support: Community engagement to finalize project priorities.

Period of Performance

The contract is expected to last up to sixteen (16) months from the start date of September 1, 2026 until December 2027.

Place of Performance

The work will be performed along Sir Francis Drake Boulevard from U.S. 101 westward through San Anselmo and Ross Valley to the western boundary of Fairfax in Marin County, California.

Bidder Requirements

Proposers must demonstrate relevant experience in multimodal corridor operations, traffic systems management, transportation safety analysis, transit operations implementation, bicycle/pedestrian improvements in high-traffic corridors, curb management in constrained areas, and performance measurement capabilities with qualitative and quantitative data integration.
