The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #22A1339 for water testing services related to Heating, Ventilation, and Air-Conditioning (HVAC) hydronic systems across multiple counties in California. The goal of this contract is to ensure the proper maintenance and operation of HVAC systems by providing necessary water testing services, thereby supporting Caltrans' mission to maintain safe and efficient transportation infrastructure.
The contractor will provide all labor, travel, materials, tools, parts, supplies, equipment, and incidentals necessary for the following services: 1) Water testing services for HVAC hydronic systems including open loop and closed loop chemical treatment systems; 2) Collection and analysis of water samples; 3) Preparation of detailed reports with recommendations based on testing results; 4) Field water testing of tap water, cooling towers, and closed loops including bacteria dip slide analysis; 5) Inspection and calibration of chemical feed equipment; 6) Delivery and transfer of chemicals; 7) Technical support and training for customer personnel. The contractor must adhere to manufacturers’ standards for Operations and Maintenance (O&M) industry standards.
The contract is expected to commence on July 1, 2026, or upon approval by the Department of General Services (DGS), whichever is later. The contract will expire on June 30, 2029.
Services will be performed at various Caltrans District locations in Humboldt, Shasta, Alameda, San Luis Obispo, Fresno, Los Angeles, San Bernardino, Inyo, and San Joaquin Counties.
Bidders must possess a valid Certified Water Technologist (CWT) certification issued by the Association of Water Technologies at the time of bid submission. Additionally, bidders must have a minimum of five years' experience in performing water treatment evaluations as per U.S. Department of Energy specifications. Bidders are required to be registered with the Department of Industrial Relations (DIR). The contract requires compliance with Small Business (SB) participation goals (25%) and Disabled Veteran Business Enterprise (DVBE) participation requirements (3%).
