This is a SOURCES SOUGHT ANNOUNCEMENT (SSA) to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The MSC N6 (C4I) Department is seeking information for potential sources that can provide ITGMS for the MSC N6 and its stakeholders. Information for potential sources is being sought to perform the defined tasks and activities that are necessary to ensure information technology (IT) governance and related processes integral in the lifecycle planning, production, and sustainment of all IT systems, both ashore and afloat. IT governance defines the decision-making authority and accountability framework to ensure IT investments efficiently and effectively support the MSC mission while remaining compliant with relevant policy, guidance, and mandates. Supporting processes include portfolio management, data management, knowledge management, financial management, and financial execution. The anticipated Period of Performance (PoP) for this follow-on requirement is a one-year base period plus four one-year optional periods with a projected award date of June 1, 2027. The places of performance include Norfolk, Virginia and Scott Air Force Base, Illinois. The draft Performance Work Statement (PWS) is included with this SSA.

Work Details The contractor will be responsible for various tasks including: 1. **C4/IT Investment Management Roadmap Development**: Maintain a high-level roadmap that communicates MSC’s C4/IT strategy, organizes and prioritizes ideas into a strategic plan for investment decisions. This includes maintaining an investment inventory that identifies key capabilities, initiatives, dependencies, and timelines. 2. **C4/IT Investment Management Review**: Facilitate review processes for C4/IT investments, preparing meeting agendas and analyzing programs to ensure alignment with the MSC N6 Support Plan. 3. **C4/IT PfM Process Improvement**: Improve internal controls through Quality Management System (QMS) processes, manage strategic communications, identify risks, and prepare annual documentation. 4. **Data Management**: Ensure data accuracy across repositories to support reporting and decision-making. 5. **Financial Management**: Provide support for efficient management of budgetary resources. Period of Performance The anticipated period of performance includes a one-year base period plus four one-year optional periods.
