Background

This Request for Proposal (RFP) is issued by the Michigan Department of Health and Human Services (MDHHS) for the procurement of a commercial-off-the-shelf (COTS) Laboratory Information Management System (LIMS), along with maintenance and support services. The goal of this contract is to enhance the Newborn Screening (NBS) Program's operational efficiency through improved data management and reporting capabilities.

Work Details

The contractor will be responsible for providing a COTS Laboratory Information Management System (LIMS) that meets the specifications outlined in Schedule A - Statement of Work. This includes installation, configuration, integration, and ongoing support services. The contractor must ensure compliance with data security requirements as specified in Schedule E. Additionally, the contractor will provide a Disaster Recovery Plan as required under Schedule F and must adhere to Service Level Agreements detailed in Schedule D. The proposal must include a completed Pricing Schedule as per Schedule B.

Period of Performance

The anticipated contract start date is April 9, 2027, with a term lasting until April 8, 2032. The contract may be renewed for up to five additional two-year periods at the State's discretion.

Place of Performance

The services will primarily be performed within the State of Michigan, specifically at locations designated by MDHHS for the Newborn Screening Program.

Bidder Requirements

Bidders must comply with all applicable state regulations and demonstrate their qualifications as either a Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business if applicable. They must submit a completed Confidential Treatment Form if they wish to protect any proprietary information in their proposal. Additionally, bidders are required to maintain insurance as specified in Schedule C.
