Background

The Michigan Department of Technology, Management, & Budget issued Request for Proposal No. 250000003011 to select a contractor for providing food and food service products to support the operational needs of the Michigan Department of Corrections (MDOC). The contract aims to ensure comprehensive food service across MDOC facilities and has a term of three years with up to seven renewal options.

Work Details

The contractor is required to supply various food and food service products as specified in Schedule A, Statement of Work. This includes: 1) Product Specifications covering all required food categories; 2) Service, Quality, and Consistency ensuring adherence to quality standards; 3) Ordering and Delivery processes that include procurement methods, online ordering systems, order verification, and delivery programs; 4) Staffing requirements including training and security protocols. The evaluation process highlighted deficiencies in areas such as product consistency controls, emergency services, reporting processes, and training documentation.

Period of Performance

The contract will be performed over a period of three years with options for up to seven renewals.

Place of Performance

The services will be performed within the state of Michigan across various MDOC facilities.

Bidder Requirements

Bidders must comply with mandatory minimum requirements including attendance at a preproposal meeting. The RFP encouraged participation from Service-Disabled Veteran Owned Businesses (SDVOB) and Geographically Disadvantaged Business Enterprises (GDBE). Sun Valley Foods Company was awarded the contract based on their compliance with technical requirements and overall best value proposal.
