Background

The City of Austin, through its Capital Delivery Services, is issuing this solicitation for the Hornsby Bend Biosolids Management Plant Headworks Improvements project. The primary goal of this contract is to demolish the existing Headworks and construct a new facility that will enhance screening capacity, provide odor control, and replace critical screening and electrical infrastructure that is currently corroded and unsafe. This project is part of the City’s commitment to improving water management and environmental sustainability.

Work Details

The contractor will be responsible for the following tasks: 1. Demolition of the existing Headworks structure; 2. Construction of a new Headworks facility designed to increase screening capacity; 3. Implementation of odor control measures; 4. Replacement of corroded screening and electrical infrastructure; 5. Compliance with all relevant construction standards and regulations as outlined in the project manual.

Period of Performance

The contract period will commence upon award and is expected to last for approximately 18 months, with specific milestones outlined in the project schedule.

The work will be performed at the Hornsby Bend Biosolids Management Plant located in Austin, Texas.

Bidder Requirements

Bidders must comply with the City of Austin's Minority-owned and Women-owned Business Enterprise (MBE/WBE) Procurement Program. All bidders are required to submit an MBE/WBE Compliance Plan along with their bid, detailing their efforts to meet participation goals for MBE/WBE subcontractors. Bidders must also be registered with the City’s Vendor Connection prior to award.
