Background

The Massachusetts Office for Refugees and Immigrants (ORI) is seeking bids for the Refugee Employment and Skills Enhancement Training (RESET) Program, which is federally funded under the Massachusetts Refugee Resettlement Program (MRRP). The RESET program aims to provide an integrated model of English for Speakers of Other Languages (ESOL), vocational training, and employment services to eligible refugees, promoting their economic self-sufficiency. ORI's mission is to support the successful integration of refugees into the economic, social, and civic life of Massachusetts.

Work Details

The RESET program includes core components such as: 1. Employability assistance and employment services. 2. Employment-related case management to address barriers to employment. 3. Integrated language instruction (ESOL/VESOL). 4. Vocational/occupational training. 5. Pre-employment services necessary for newly arrived refugees. 6. Assistance in identifying career paths and referrals to vocational skills training. 7. Post-employment support including retention monitoring and career laddering opportunities. 8. Digital literacy skills support, job search assistance, resume creation, interview preparation, and workplace readiness training. 9. Wrap-around job services in small group settings for retention support and workplace mediation.

Period of Performance

The anticipated contract period is from October 1, 2026 through September 30, 2031, with an initial one-year award and up to four additional one-year renewal options based on funding availability and contractor performance.

Place of Performance

Services will be delivered in counties where most refugees reside in Massachusetts, including Essex, Middlesex, Suffolk, Worcester, Plymouth, Bristol, and Hampden Counties.

Bidder Requirements

Bidders must demonstrate experience in providing refugee employment services over the last three federal fiscal years. They must also have a DUNS number or obtain one prior to contract execution. Additionally, bidders are required to maintain compliance with federal regulations regarding service delivery and ensure that services are culturally and linguistically appropriate.
