Background

The City of Bremerton is soliciting Statements of Qualification from consulting firms with expertise in Civil and Stormwater Engineering Design for the Oyster Bay Regional Treatment Facilities project. The goal of this project is to design stormwater treatment facilities certified by the Washington State Technology Assessment Protocol – Ecology (TAPE) program, aimed at treating the 81.5-acre Oyster Bay urban drainage basin within city right-of-way near the intersection of Kitsap Way and Oyster Bay Ave.

Work Details

The consultant will advance the existing concept design to a 90% complete level and prepare a PS&E package that includes engineering plans, cost estimates, specifications, and an addendum to the existing Design Report. The project encompasses completion of all cultural and environmental reviews, permitting, and approvals necessary to meet federal, state, and local requirements. This includes preparation of a JARPA form and supporting documents such as a Biological Assessment, Mitigation Plan, Submerged Aquatic Vegetation Survey, SEPA checklist, Inadvertent Discovery Plan (IDP), and Shoreline Substantial Development Permit (SSDP) application with associated Habitat Management Plan/Mitigation Plan/No Net Loss Analysis Report. Permits will be obtained from the City of Bremerton (SSDP and SEPA), Washington Department of Fish and Wildlife (HPA), Corps of Engineers (Nationwide Section 404 Permit), and approval from the Washington Department of Natural Resources (WDNS) for activities on state tidelands for retrofit of the existing degraded outfall.

Period of Performance

The anticipated schedule for the project includes SOQ submittal deadline on July 13, 2026; SOQ Interview Phase during the week of August 3rd, 2026; contract negotiation in August 2026; completion of cultural and environmental permits by December 2027; delivery of 90% plans by January 2028; and project completion by March 2028.

Place of Performance

The contract will be performed within the City of Bremerton, specifically in areas related to the Oyster Bay urban drainage basin near Kitsap Way and Oyster Bay Ave.
